Size of a unit step
Quick question what is the size of the formation a step represents? Maybe a Regiment?

I think it's kind of not really defined and might vary scenario to scenario (the scale is variable, isn't it?), but also in general smaller than that?

Thanks. This makes sense since 1 step would be too small for a regiment and too big for a battalion

It's an abstraction, with no strict logic to it. For instance, in the France scenarios, a US Armored combat command is 4 steps, which implies a full US Armored Division should be 8 steps... but it is only six.

I think in general a step is between 1 and 2 battalions. In practice, it's whatever works best from a scenario design and balance perspective.

You misread the dev blog post. He said 2 steps DOES NOT represent 4000 people, but it's just an abstraction as charles_d_berger said. Here's the full quote.

the term KIA is actually misleading: an attack that kills two enemy steps does not represent 4000 or so dead. Instead what it means is that two steps worth of enemy unit strength just stopped being a coherent military force. The sub-units in question might be disorganized, in retreat, or you could have just plain chaos.

I am afraid it's you who misread it, by not taking the context into consideration.

Destroying two steps isn't equal to killing all those people who are part these two steps. Instead what it means is that they stop being part of that unit and are represented - in UoC2 - as stragglers (in UoC1 they just vanished). It's as simple as that.

Is it still an abstraction to some degree? Sure, but the number he used (two steps being roughly "4000 or so") holds valid for the [very] rough estimation.

I see it like Holy, 2 steps does represent 4000 men, but killing 2 steps dont mean killing 4000 even if the steps dont turn to straglers, just that you made 4000 men incapable of perform their combat role, maybe many survive but lost their equipment, maybe they are wounded badly and cant get back in the fight for a long period of time, stuff like that.
