How to stop general Ripper
There is frequently a crisis where one or more regions becomes extremely aggressive, eventually threatening nuclear war if I don't stop all geoengineering.

A successful coup in that region does nothing to change its foreign policy. By running the "police nuclear material" card in my HQ I can delay this confrontation by a few turns, but eventually it will happen and I am forced to either lose to nuclear war or stop my aerosol projects, which will cause the temperature to go above 3 degrees within a few turns.

Am I missing something here? Is there a way to assassinate this general, or take his nukes away, or deescalate "rabid" regions?

Those events are triggered when there is a gross enough disparity between your emissions and your global temperature that you're in "tier 3" of desertification (if temperature is lower than it should be) or junglification (if temperature is higher than it should be). In order to avoid them for good, you will need to make sure that you're actually reducing emissions to the point where they stop increasing, not just keeping down temperatures with geoengineering.
