It might be that DirectX is the problem. TR:A uses DX9.0c, you got DX12, and I think previous versions aren't automaticly included. Usually Steam checks for such things when you install games, maybe it didn't here.

Why I think this is the cause? Because you said it asks you to install at least Win98SE, which I think is the earliest Windows version that supports DX9.0c.
You can also wait what [Mercer] has to say, maybe it is something completly different.
