Most Steam products contain the game manual. Where is this one located?

The link from Steam Library looks broken so best option is to google it around. What I found just now is here https://steamcdn-a.akamaihd.net/steam/apps/8000/manuals/manual_en.pdf?t=1536940802 but it looks a bit outdated. Anyway controls should be still almost the same.
