It's a three-tier AI system, first tier is goal-based AI, then planning/statemachine AI, then task-based AI like pathfinding, moving, eating, etc.
It does surprise me for example one unexpected behavior was a Sheeple following Patchman over a cliff - not programmed in but you can make it happen (it's even an achievement in episode one)
