Yep, there's that. Alternatively, there are "custom cards". Making some OP custom cards can definitely carry you through story mode. The only catch is that is that it takes a while to get the necessary materials. Still, if you want to beat Goku Black on story mode and your team kind of sucks, then just make your own and you should be able to wreck him. PVP is different, your best going with Gotrunks' advice. Honestly, don't feel bad about losing in PVP regardless, since it is fairly unbalanced and there's no way to tell what kind of deck your opponent will use ahead of time.

Card games are about strategy, first and foremost. You should create a deck with cards that compliment each other, rather than trying to bumrush the enemy into submission.
For example, I made a custom deck with like 4 cards that have the Torrential Magic ability, and 2 that have Cyborg Science.
The first ability heals my team's stamina and gives me +1 Hero Energy every turn. The second one heals my team's HP by a value of my Power Level, and refills the owner's stamina each round, too.
With all these cards together, I can have my entire team sit on the front line every round and never run out of stamina. I can also begin casting 10 Energy super moves by the second round! :-)
