I think they could add more Goku and Vegeta cards as SSJ2 and clearly define their status as such. Ultimate Mission X has 3300 cards and SSJ2 versions of Goku and Vegeta.
I'd also like to see better versions of Super Saiyan 3 Goku. Right now, players pick better 4 star cards like Super Saiyan 3 Vegito so you just see people using the same cards repeatedly. There's no variety.
He was SSJ at the World Tournament before he went SSJ2 vs Goku. We truly have no idea if he's MV SSJ or SSJ2 since it's hard to tell with Vegeta's hairstyle. So, he could be SSJ or SSJ2.
Anyway, they're hiding in a couple of places -- although there are even oddities on that front, like the SS2 Bardock whose in-game hair is his SS1 model -- but overall it's the least represented Super Saiyan for whatever reason; it's possibly Goku's most common choice outside of SSGSS in Super, so it's not like it fell out of the public eye.
The difference between SS1 and SS2 is the lightning that crackles in their aura. After he became Majin and started his fight with Goku, they both powered up to a level that caused the lightning to manifest. Thus confirming that they were both SS2 at the time.

Then you didn't read what I told you. I told you that Vegeta transformed into Majin Vegeta at the World Tournament, before Goku and Vegeta were transported to a safe place by Babidi.

Therefore, Vegeta was both Majin as SSJ and SSJ2 so we don't know if he's SSJ2 in the game.
I don't care about Super Saiyan God all that much. It's just looks like a very skinny and malnourished Goku using Kaioken and he only uses it for bursts of speed.
In Z it was, and Goku still used it several times in several fights after against Black, Zamasu, and Kale and Caulifla. Seems like he used it more than SSG. I only recall him very briefly using SSG against Dyspo and Jiren.
In addition, the Dragon Ball Wiki states, "Unlike the fighting style of a Super Saiyan Blue, which is more about bulldozing an opponent with brute force, the unique fighting style of Super Saiyan God focuses on predicting and dodging opponent's blows and prioritizes godly techniques over raw power." Goku hardly uses SSG in Super.
In conclusion, SSJ2 is more of a balance between speed and raw power while SSG is more for speed and dodging. Sorry, but I needed to correct you too.
Anyway, it's really not that important. The important thing is they need more SSJ2 versions of Goku and Vegeta in game.
If you think Goku looks malnourished, wait until you see what the Saiyan avatars look like after reaching Super God class. Taking somebody who's already got the body of a child, and making them even slimmer was probably not a good call on the designer's part!
