You get a few stutters here and there - so I would recommend to install the Game on an SSD because of objects loading etc. (not that great optimized in that regard)
After that I got smoothly 144FPS on a 1440p @ 144hz.
This is one of the most beautiful designed Games I've ever seen and played.

Thats why I get stutters with 30 fps / 60 fps and 144 fps. You're right... No you're not.
I get a constant 144 frames by simply deactivating my Anti-Virus and installing on SSD because of Loading.
Believe me or not.

ran it on an ssd myself before I refunded it. Got stutters on the overworld map as well as when I entered that first forest. Not sure what hardware you're using but my system's no slouch. My eyes can see even 2fps hiccups. some people just aren't sensitive to them I guess.
I am. I've enabled Nvidia FPS counter and the Steam FPS Counter. I dont have any drops after installing on SSD and deactivating my Anti-Virus. It HAS to be your system or something else :)
