Report a translation problem
for example if you died to the light mender boss but read the tablet before (you dont have to defeat that boss at all for this quest to trigger) you would still trigger it by meeting any of the ghosts. it wont affect the quest and its also not timed.
After writing this thread, I checked the wiki to see what was intended, and it said what you have said, that the quest can trigger after flipping the switches and nabbing the tablet. Maybe the wiki is wrong about the requirements (quite possible) or maybe it was a bug to trigger without the tablet, I couldn't say. All I know is I didn't touch the tablet, nor did I even see the ghost when the quest was triggered; maybe it was behind me as I arose on the bridge after the loading screen?
But it does NOT appear anywhere visually.
as he said. you CANT loot the tablet at all. you simply interact with it once and done. it doesnt go anywhere. it just triggers the ghosts appearence. so if you saw it well you triggered it. looting is irrelevant to that happening. its not a bug.
