its basically so that you can choose between 5 of 8 special buildings as the city hall is REQUIRED either way to even get to 6 total.
1 of these (the chapel) is only worth makeing if youre a member of holy mission to begin with. otherwise its a waste of the slot.
the enchanting guild and arena are must haves if its your very first town. no contest here. and unless youre sorobor faction the guild only has 1 upgrade anyway. and once you have the guild with the upgrade you can splitscreen new character to get the enchants going without needing to build it ever again in the next town you make.
arena is needed twice either way to get all benefits. so must make 2 towns as you cannot build the same building twice to begin with. the active skills are always better for most weapons on a first time town as most of the passsives have too many penaltys to be worth useing.
you NEED atleast 1 of the 4 shops for the town to supply itself longterm. the smith is only worth it if you want the armors. the weapons are overall not worth it as there is simply better weapons available earlier than these.
the alchemy guy is the only way to access most of the grenades. so always worth it. required if youre levant. also required if youre an archer build. probaly the best shop of the 4 overall.
cooking shop is clearly 2nd best. the garden means free food once per week. endlessly. the other upgrade is utter trash by comparsion and never worth it. thus another no brainer in terms of upgrades.
the general store is.... just bad. probaly the worst of the 4 shops. the fast travel upgrade would be good if it wasnt available this late in the game. sadly by that point : may aswell use the carawaner which also costs less as the return trip is the same either way. waste of a slot imo in generel.
city hall upgrade is a no brainer. only 1 upgrade. blue chamber members make thier upgrade instead.
whats left? the water purifer. probaly the most difficult one to judge in terms of usefulness. fresh water is available via a place cooking pot or the cooking shop station already limitlessly anyway from the start so thats not a concern to begin with.
the unique water types from the purifier are well.. unique. but also pretty weak in terms of effect for a building slot. and they conflict. you can never use both. and since stamina is always useful unlike health regen the upgrade is probaly gonna be the free once per week garberry wine one. if you make the thing at all.
so if you pick only 1 of the shops you can build all the others anyway. if youre not holy mission you can make 2 of the shops and rule the chapel out.
so the only really important choices are : which of the 4 shops you want. and which arena upgrade you want. the rest is pretty straightforward or faction based (which also makes it straightforward as you dont wanna lose your unique faction bonus in any case)
for mace skycrown is ALOT better. for sword brand is better. both available alot earlier in the game. durability is a non issue for both.
they arent pure frost weapons. you lose phys dmg in alot of cases. the enemies arent really sponges either. by that point youre so strong you can end nearly all of them quickly aside maybe the emisarry of course but that thing is so rare it just does hardly matter. the rest dies quickly if you exploit thier weakness or simply debuff em first.
and if youre a frost build you use skycrown or brand anyway.
these weapons are terrible given when they unlock. the repair is also irrelevant really. you can repair at anytime with a tent aswell. also some weapons like the RWS dont even take dmg at all. i am sorry but that is definitly not a reason to choose the smith over the other 2 options.
they offer a frost weapon for weapen types that done have one but thats a total niche use overall.
