Also you don't need specifically ethereal damage vs ghosts, any elemental damage will do, ethereal is just most effective.
If you are using magic, you can buy yourself a lexicon and get orange and purple rune and summon 100% ethereal damage 1h sword.
Also, YES, there is permanent way to get ethereal dmg on weapon.
In base game, you need to find a weapon that deals ethereal dmg.
If you have Soroborean DLC, there is enchancement that converts 30% of specific weapons damage to ethereal.
1st option : You need Spiritual Varnish (potion), or can use other element to raise the damage the most simple is Fire Rag though it is still hard but it's help.
