You have to have warm boon active before you can activate infusions. Boons can be activated by drinking potions or spells (warm boon spell is learned in Abrassar).

That said: Infuse fire lasts quite a bit longer than the warm boon's cool down. If you have the spare mana (e.g. through leyline connection or food or simply a high enough mana pool) you can cast warm, wait until the cooldown is over, then infuse fire and warm again, and whenever warm is off cooldown, cast infuse fire and warm (in that order). This way you get more out of your infuse fire (and elemental discharge/gong strike), because warm also buffs your fire damage by 20% (or 30% if you choose the shaman tree).

hang on i just realized my other mage guy had the warm spell since like the start of the game but i dont remember where he learned it. does some1 teach it near the start area? maybe in the mountain?

No, i think the only place to learn warm is Levant. Warm potions are very easy and cheap to make though: Just throw a thick oil and some water into an alchemy kit and you get 3 warm potions.
