Elemental's not spawning

So I have been messing around in Harmartten awhile, trying to do the open world 'kill the elements quest' but it seems like they arent spawning anymore. The altar still lights up with a color, but whenever I go there the elemental's are nowhere to be found. Thoughts?

They can be hard to find. I have yet to find one spawn near the lamppost. They show up "in the general area" which can mean the fire one spawning past the bandit camp, up a hill, and near a bonfire. Which is where I found him. So make sure your search is VERY thorough before we assume they aren't spawning.
