Sahman is more flexible in this case, you can use wind infusion + elemental discharge or gong strike to knock enemies down, and conjure to get a ghost friend.
In the end you can definetly play around with both, and the choice is very personal.
If not I will probably choose shaman. I keep thinking I will regret not having that damage boost
