Report a translation problem
Joining a faction will lock you out of all the other faction's specific quests, however without joining a faction all of them are locked.
With that said there's no harm in going around to the various cities and finding out a bit more about the different factions, just don't expect to run into a ton of quests. Besides, a lot of quests that all factions can get are only unlocked once you've reached a certain point in the main story (i.e completing x amount of faction quests).
Boboscus is right. You're not locked into a faction until it prompts you with a "DO YOU WISH TO JOIN? ARE YOU ABSOLUTELY CERTAIN? THIS CAN'T BE UNDONE!"
