It does answer part of your question. Be more appreciative. Your question is really four questions:
1.) would it be possible to go straight to the new DLC area with a new character
This was already speculatively answered. I would guess the same that yes, you can.
2.) or is it reccomended to complete the base game first as the new area is harder
Complete the base game as in do a different faction's questline before attempting to join the Soroborean faction? No, since it's a separate faction and you can only join one. Or do you mean just spend more time in the rest of the world gaining power before you go into the new map? That's subjective and depends on personal gameplay desires. Perhaps the developers would recommend going there immediately if you want a challenge, and simultaneously not recommend it if you would rather build up to it. You already know it's harder. Make up your own mind.
3.) or will that ruin progression of new gear
That's subjective and depends on your own gameplay desires. See answer to question #2.
4.) also the new weapon type, will it be availble in other areas apart from the DLC area?
I obviously can't speak for the developers, but my guess would be that they patch the rest of the areas to include the new weapon type. I guess if that was too much of a hassle for them to do, then perhaps only the new map has the weapon type, but I imagine there is just as much of a variety of the weapon type as there are all of the others, with different variations being obtainable throughout the different stages of the game.
You should work on your spelling, grammar, sentence structure, wording, and communication so that people may be able to help you more effectively by understanding you more clearly.
What the developers have said:
- It will be "experienced best" with a new character.
- The new faction will be another option at the start of the game, like the existing 3 factions.
- There is still "plenty to do" for existing characters if you want to explore the new region, but you will not be able to join Sorobor Academy if you have already committed to a faction on that character.
I imagine it will probably only be found in the new area, but you will be able to take them out of there and use them in the rest of the game.

I totally understood your question just fine. That being said, you misspelled "recommend" and "available". Also, the grammar is terrible. This is a forum and this is expected, so who gives a ♥♥♥♥? Anyway, I used to misspell "recommend" the same way. Once I realized it is the word "commend" with "re" in front of it meaning "to commend again", I never misspelled it again. Have a great day!
