Online coop saves
does the online coop save the game for both player or just one? I've searched this up but the only posts I'm seeing are from last year.

Only for host, it actually does not affect the world of the guest player. The guest player will retain any inventory changes they happen to get and skill etc, but will not get quest reward skills or any quest progress.

Example:
Host open game
Guest, makes his character does his singleplayer tutorial area and then joins host game

Host and guest go 150 days in and finish a questline for someone, guest decides to go romp around in his world that he hasn't touched since tutorial.
The guests world is still Day 1 with no quest progress.

So what happens if the coop player rejoins? do they just pick up where they left off or do they get boosted to the host level? also is there a fixed move distance like Conan ?

There's no levels, just gear and skills. Both of which are bound to character not world, so the guest will have them regardless of if their in your world or not. The only thing that won't go with the guest back to their world is quest progress, because they technically have done none. (Quests only complete for the world owner *host*)

I don't really know about Conan, but players joining will appear on the hosts location and can travel anywhere within the hosts region (be it a town, the actual open world region, or a dungeon)
