I need to turn in the 150 silver Lady is not in front of my lighthouse any longer. Do they move for some reason or other?

Look at your map for Rissa, she has moved to the town hall.

Rissa, the lady you need to talk to should likely be in the building that's on a hill in Cierzo, the town hall. As you progress through quests, certain relevant NPCs just will teleport around. Look at the map if you're still having trouble finding her. I think she is marked if I recall. Just start getting used to using landmarks in the game because you don't get to see where you are on the maps.

Oh side note for you buddy, go to the beach if you have time and give a guy a bandage, he will give you a writ so you can save your money. Easy way is to run through the town storage, make it to the end which is linear, walk the beach line for a man siting in the sand next to a large shell.

You don't need to spend 150 silver to satisfy the debt and once knowing this, you should probably do this every time if you play other characters. It's quick and easy and you never have to lose the lighthouse :D
