Ancestral Peacemaker Quest

I need to talk to Sagard Battleborn, and convince him not to send troops to war in Burg. I cant seem to figure out how to progress this quest, as I've already Talked to the Montcalm Bandits and Sagard Simply tells me He refuses to help. Anyone have any tips for this quest?
