It's a random item that spawns in chests for the enmerkar forest area.

Not sure if random or not. I found it inside the ornate chest just in the entrance at the Cabal of Wind Temple, which appears to be where others are finding it. Normally ornate chests are random loot, but if everyone is finding it in the same place it might not be random in this case
