You could try downloading OpenMW and installing the multiplayer mod.
(OpenMW is Opensource Morrowind, btw).
Outside of modding a few games, you won’t find an experience like this game anywhere else.
Maybe only The Elder Scrolls Online or Life is Feudal.
But regarding single player:
More like Outward:
Gothic 1, 2;
Risen 1;
Elex (not everyone likes this game because of setting I think, but IMO very good game);
Dragon's Dogma.
Less like Outward, but still close to it:
The Elder Scrolls Series;
Demon's Souls, Darks Souls 1, 2, 3.
Definitely D:OS2, best co-op RPG on the market atm.
The divinity games are great but it's a completely different play experience.
Plenty of games with online co-op:
The Dark Souls trilogy requires a bit of jumping through hoops to co-op, but it is at least a third person action role-playing experience. The worlds are very different and the games are not as sandboxey (2 and 3 are also much more linear in design). Mechanically they also are very different games when building and designing characters.
Monster Hunter World is considerably more grindy. However, Outward does have some mechanical similarities in terms of gear being one the largest factors in character progression.
Nioh 2 hits Steam in a few days and I'm fairly certain that has a co-op option as well. It has more in common with Monster Hunter or Dark Souls (hell even Diablo) than Outward specifically, but again it's still an over the shoulder third person action RPG.
There are also quite a few other games that have been inspired by the Souls series and have co-op in them; some better than others. Games like Code Vein (for those that can stomach something heavily anime) or Remnant: From the Ashes (which is practically all about the co-op) are also options.
For couch co-op:
I believe the Divinity Original Sin games do have a splitscreen option. D;OS 1 and 2 are definitely great co op games (and two of the best CRPGs out there as well), but they play nothing like Outward (top down, tactical turn-based combat, deeper mechanics).
Dungeon Siege III is NOT a Dungeon Siege game, and all the negative reviews will attest to that. I do recall that it had decent couch co op.
If we move further away from RPG, we get games like Castle Crashers (technically the characters do level up but yes I'm reaching here). Also on this list: Magicka; Magicka 2; The original Risk of Rain (Risk of Rain 1 has local multiplayer even though it isn't labeled as having such); Stardew Valley (recent patch added splitscreen co-op I believe); Tabletop Simulator (could arguably play an RPG here); and the list does go on but further and further away from RPG.
