How do you Transfer Skills to other Characters Using the Legacy Chest?
I know there is a Storage Tablet but I have no idea how to use it.

Too bad they removed the skill tablets, being able to pass down faction locked passive skills and stuff through legacy would be huge.

I have the Ultimate Answer, You can add all the Skills you want from a Cheat Menu.
To add the Debug Console to your game you must:

Create an empty Notepad file called DEBUG.txt (or just DEBUG, depending on your file settings) and save it to your Outward_Data folder (C:\Program Files (x86)\Steam\steamapps\common\Outward\Outward_Data for Steam users).
(To remove the debug menu, simply delete the DEBUG.txt file.)

***THEN WHILE IN GAME PRESS F3*** and add as many skills as you like.
(I recommend a Relog cause the game got laggy for me until i relogged)

Also: There are some other things you can do with hotkeys:
F1 = Open Spawn Menu - Add any items you want
F2 = Open Cheats Menu - Activate Cheats
F3 = Open Skill Cheats Menu - Add any Skills you want
F4 = Open Quest Events Cheat Menu - Add any Quests you want
F12 = Take Screenshot
Numpad 1 = Slow Down Game
Numpad 4 = Kill Player
Numpad 6 = Adds a Testing Status Effect
Numpad 7 = Remove Status Effect
Numpad 8 = Heal Player, Resurrect him and Fill Needs
Numpad 9 = Take Damage
Numpad Period = Invert Mouse Y
Left Ctrl + Left Alt + S = Force Environment Save
Left Ctrl + Left Alt + L = Skip Environment Load and Reload
Left Ctrl + Left Alt + X = Open Photon Network Room
Left Alt + Page Up = Set Next Graphic Settings
Left Alt + Page Down = Set Previous Graphic Settings
Left Alt + Numpad Divide = Show Debug Info
Left Shift + O = Open GUI (Changes the game pixels/blur)
Left Shift + U = Player Ragdoll
Left Shift + H = Hide UI
Left Shift + Left Alt + U + (Be on the pause menu(ESC)) = Adds a new option to kill the player.

The main bother is being locked out of the more advanced skills, but none of it is relevant when you can't even find the space to use them. I have a build that requires me to switch between a pistol and a dagger, while using a sword. I am trying to balance it out but the pistol uses 2 space already with selecting it and shooting/reloading. My dagger skills taking up 2, and the rest are runic magic.

I can't use my other rogue skill due to the space, and I either have to sacrifice using pistols in favor of rogue, which is a huge bummer, I wanted to try a build with tons of utility for play style flexibility.

For some reason, no matter what i try, the debug menu doesn't work for me. I have checked file placement, and naming, nothing works.
