Hallowed Peacemaker - Palace Guard Key

I joined the Holy faction and I am currently on the Hallowed Peacemaker main quest.

I am unable to get into the Cit of Levant.

The front guards would not let me in.

I knew there was an underground passage from previous explorations. None of the guards in the slums would give me a dialog that would provide a key.

I left through the underground passage so I was outside of the city of Levant where I found a merc guarding the slums entrance. He told me to go to the Oasis and talk to NPCs who left the city.

I found the NPCs and was told that I should use the underground passage and the palace guards should give me a key.

So I went back through the underground passage and talked ALL of the guards I could find and they still would not give me a dialogue that would give me a key!!!!

Im thinking maybe because I didnt talk to the NPCs in the Oasis first that I may have bugged my quest?

I tried sleeping for 8 days hoping that the area would refresh and that the guards would give me the dialogue and provide the key but no luck.......

Now I cannot progress through the game.

I got the key.

I was able to get through the gates in the slums and talk to the guard near the palace entrance.
