[SPOILERS] Finding a way into Levant, after martial law.

Spoilers ahead.

i've found Markus, and spoken to him. He told me to go to the oasis where a couple of guys went for refuge.
After I speak to the guys at the oasis, the merchants and such, my quest log gets updated with "go find the secret entrance into levant", etc.
But Markus won't let me in, his dialogue won't change, he keeps telling me to find some guys in the oasis, that he's just a mercenary.

Is it bugged?

The refugee's are telling you about a secret passage way to the under city. You just have to go the secret passage to continue the quest. The secret passage should be south of Levant as stated by the refugee's.

So it's not the door that's behind this Markus?

Answer below:

Under the cliff where Levant is at. Where the "steps" to climb down to the desert are, at south. At the very bottom of the steps, there's a tunnel.
