Bows don't deal the most damage and your melee damage highly depends on your buffs and equipment. I personally think melee becomes even more overpowered.
All that said, melee can be just as strong (some armors increase the damage you deal) and far more rewarding. Having a full compliment of Warrior, Hunter, or Rogue skills helps immensely. Learning enemy weaknesses and carrying elemental varnish to put on your weapon can also make a world of difference.
While there are some balance issues in the game, the real problem is co-op. This game is just straight up meant for one person. That's the only way you're going to see any challenge. Co-op trivializes every single fight. So if you're playing co-op you'll either have to deliberately limit yourselves or accept that you're going to streamroll everything and just enjoy the journey.
