I found a valid solution that meets the 6 command OCD challenge. Unfortunately, rather than detecting that all the tiles have 99 written to them, the game enters an infinite loop and never completes...

Here's the code:

Yeah, the level description doesn't state it explicitly but you need to put all cubes down on the floor. In your solution there is a worker who gets stuck holding a cube.
