Like a 5/10 maybe.
I would be inclined to argue that to be excessively generous. The writing is in dire need of editing; every cutscene drags on terribly while revealing little to no actual information. Despite the sheer number and length of cutscenes, worldbuilding is subpar. You don't get much of an impression of a larger world, and the setting only ever feels like an excuse for angst-filled melodrama. Most characters are one-dimensional, and the only major plot twists in the game can be seen coming from miles away. The biggest one is so hamfistedly delivered in an attempt to replicate the shock of a VC1 twist that it ruins any potential impact it might be expected to deliver.
The gameplay is even worse. Due to the clunky and unresponsive controls, it fails as a musou every bit as much as it fails as a Valkyria. A single button press locks you into long combos that you can't cancel out of, and due to time stopping when magic is cast, magic-spam is absurdly overpowered.
The only bright spots in the game's favor are the generally excellent art direction (ugly mechs aside), thoroughly great soundtrack, and the clever storytelling framework of a false history. Unfortunately, the game never fully manages to take advantage of any of its strengths and comes across as half-assed in every way.
I guess it deserves a 5/10, but the sheer level of disappointment it will give you as a series fan makes it even worse.
My two cents about the whole debacle; since a lot of people described the Japanese games that went to PC as 'kuso-ge' and Azure Revolution is marked as one, it would be amusing to see it here regardless. While it was panned, it didn't do too bad in the only metric that matters, which is commercially.
To paraphrase Howard Moskowitz, "there is no perfect game, there are only perfect games", so appealing to two audiences is better than one. Anyone who prefers the strategy style will be drawn to VC1 or 4, anyone who prefers are more action orientated game will be attracted to Azure, and diehard fans (or in some cases, sale hoarders :P) will buy both. The question is if the stigma the game garnered will tarnish the PC versions chance of selling, and not make back the porting cost.

Its weird to me that people would actively say no to such a port. I mean, if one doesn't want to play it they don't have to buy it, right? Azure Revolution certainly looks flawed, but it looks like there's some interesting stuff in it.
To be fair though, the gameplay doesn't look spectacular as an action game either. Its a tad bit too slow looking. I don't mind that of course, but I imagine that might push away some action game fans. Its not as if its anywhere near DMC or MGR tier after all.
Wouldn't it be harder to port VC2 and 3 considering their PSP lineage? I think SEGA even said that if they did, they'd want to remake them altogether rather than just port them, and I imagine that'd be a heck of a lot more costly than just porting a game.
That needs to be directed more towards Atlus. Who IIRC, did have a survey asking fans/customers if they would get/play their games on other platforms.
PS: I think Sega should rename it to Azure Musou Revolution.
That would be nice. But I think it would be kind of counter productive seeing as VC4 is already out.
I heard that the reason Sega didn't do anything with VC3 outside of the PSV was because sales numbers were very mediocre(in the west and in grorious nippon).
Now if only we could convince Sega to convince Kadokawa to stop being jingoistic ♥♥♥♥♥ and allow a PC version of kancolle arcade!
