Because you confused the single sub containing multiple games with a bundle containing multiple subs. There's a huge difference between bundles and packages!
You can freely add or remove games to bundles, but not to packages, because package = single license that grants you the ownership over several games, so by adding/removing the games from an old package, you will actually modify not only any future purchases, but even the ones that already has been made, so in other words it will retroactively change the content of sold packages!
That's why they are retiring the old "bundle" from sale and going to replace it with the actual bundle!
Basically, only the particular bundle is being discontinued, and not the games themselves.
You'll still be able to download and play the games you've already purchased, or buy the games separately if you don't have them already, or even perhaps as part of a new bundle they might release soon (now that Apollo Justice is out).
CAPCOM clearly meant well, by offering people the chance to buy the bundle before it goes, rather than just ripping it away on the quiet like lots of other publishers do, but obviously people aren't seeing it that way.
There's obviously no need for everyone to panic here, but CAPCOM, if you're reading this, you could probably do with amending/clarifying or even deleting this announcement to keep the peace!
I don't trust it works how you think it works. Maybe I'm just misunderstanding something here, but if you notice the part that says "Customers can purchase the bundle again just for new items", then you'll realize that the alternative is customers simply NOT doing another purchase, and hence not getting the new items at all. It's not the expected behavior to get a game for free due to bundles getting updated.
Maybe the missing piece in your argument could be the fact that the "bundle" you're talking about is "must purchase together"-type, and Turnabout collection is such type of bundle. Then yeah, so be it, what CAPCOM is doing rn might make a bit more sense.
But this documentation I linked states both are STILL called bundles. Refer to the earlier part of the article.
In my experience seeing thousands of games, "complete the set" is the more common type of bundle that exists on Steam. But my experience may be biased by seeing too many indie bundles.
Where are you, and others, getting that information, because "*New downloads of Ace Attorney Turnabout Collection will not be available in the store, but owners will be able to continue to play game." is a pretty concerning line and it does sound like people who bought the bundle won't be able to download the games in the future. If they could, the line would say "New purchases [...] won't be available."
