The scene is also a good observation of how Lana has gone completely crazy and destroyed herself, she was an idealist wanting to clean up the city but the events of the first game drove her completely off the deep end and now she's just become obsessed and delusional.
In this one... yeah, he definitely went off to the deep end. He is way more ruthles, albeit still in denial at first. I admit, I fell for his reasonings too, until he took really dark turns.
He may have started as a decent guy, only trying to do his job and being screwed over by the system he decided he got nothing to lose... except for his position in Sharpwood.
One thing can be asked: Why is he so keen on staying chief of police? It seems to be his main motivation. Why is he doing that? Is he doing that because he got nothing else to do? Does he actually mean it? Or is he just out for the power that comes with the position?
the letter to his son at the start of the story answers this you pick the reason, either because he actually really does enjoy being a police chief solving crimes, enforcing the law etc or because it's the only thing he was ever good at.
It does provide an answer, yes. The question remains, however, whether his reasonings in the letter are genuine (I personally think so) and whether they stick until the end considering how much he goes off the deep end following the letter.
I like to think of Jack as someone who cares about doing good police work. And, if we are honest, Jack coming to Sharpwood may be one of the best things happening to town, since he can shape up the department (on the third run or so XD) and make sure the police can actually do their jobs properly.
