Don't get your hopes up.
This game does have some elements of sandbox mode already with the days not being 100% like in the first game. Though for a sandbox mode they would need to come up with a bunch more calls as the ones already in the game get repetitive soon. Maybe even some new officers and new obstacles to keep it interesting. I can see why this might take some time, especially when they go for randomized tactic missions.
While I did like the ability to rename your starting officers, I absolutely hope that, if they include a sandbox, it won't be this frustrating random number god dumping impossible calls at you all the time. Played the sandbox again today and kept screaming "Why?! How?!" as my officers died, city hall called when everyone was out or a rather harmless call having a 8 officer difficulty...
I know the second game started off just as hard, but was still a bit fairer than the sandbox of TITP1.
