Woodmen Gang

A while ago in the game, I failed an interrogation for a "foot soldier" for the Woodmen Gang and I got a prompt saying something along the lines of "Don't send him to court, you can do something else" but there's no new prompt for a new interrogation, nothing else has come up since either. Is this a bug?

I did torter him and he cracked.but I got nothing more? He only sad he was going to talk

Torturing or interrogating criminals unlocks an investigation later where you can advance to the next level of the gang
