Maybe think about how to separate customs for ships and planes? Now it is one virtual customs per country with one number of tourists. This will motivate the delivery of tourists by different means of transport.
Tourists are already arriving at all customs, and this is a very good idea, this motivates to connect them all to the transport network to serve more tourists, but for ships and airplanes there is only one virtual customs, and of course, in this case, planes will be preferred, because tourists are more pay the fare.

I had the same problem, one of the conveyor engine had suddenly no power, but I changed nothing. The substation can`t reach it anymore.
