Sometimes they just seem to carry on what they are doing, personal cars included.
Some vehicles seem to be waiting for repairs within DO's whilst others will call and be repaired before them.
It doesn't seem to do with how busy the repair station is, or how it is staffed.

Helicopter repairs are doing well. They will deviate from their route to repair station with pad attached. Make sure you have aluminium supplied to those stations as well as other materials needed for helicopter repairs.
Aircraft will repair, but with an attached repair station. Again aluminium needed, as well as other materials.
Ship repairs seem to work BUT the repair station needs to be attached to the dock type that the ship visits. You can arrange it so that the station connects to two docks easily. IIRC they seem to need a lot of mechanical parts and so make sure you have enough of those being stored.
I use a small warehouse, with FLT's, attached to most of the repair stations. But I supply steel and aluminium directly
Trains, some limitations and that is still a job in progress to monitor.
In total I have 17 repair stations built, 117k population.
Ensure you stagger the repair needs per vehicle type, to ensure not too many are needing repairs all at one time. At least that is what I do. Altho they do seem to wear at differing rates.
