You need a Bulldozer or Excavator - Message

When i try to change the terrain height or during placeing progress of a building i got the message that i need a free excavator / bulldozer in the construction-office / depot. That happens around 1850m away from the buildings. Is that a bug or feature? Because last time i positioned a mine at a slope that is around 3000m away and there was no problem with the flattening. No auto-build was used.

Yes i know, when you look at the first picture and the headline above it. The vehicles had no task.

So its a feature. Started a new game and it is only possible to change the tarrain around 1800m (ingame meassure-tool) of the construction-building. So you need to build a new office or use rubel/dollar.

But the message is misleading, shoud say something like "Out of Range".
