Foreign pipeline connection bug

So i don't know if that works as intended, but i think that's an logical bug.
I tried to place foreign pipeline connection on the border, and noticed that i won't be able to connect a road. I wasn't able to do it again without researching the tech again. i tried again with western country and it worked the same.

Replication steps:
research the foreign pipeline connection tech
place the building, and delete it right after.
try again

The research allows you to PLACE one footprint of the building on the ground, then it is depleted. You cannot redeem it back by not constructing the building.

A little awkward, but not a bug technically. Same works for the FPC
