Surface Water Intake broken on desert maps

Water wells in desert maps have a "Water amount in area" malus on their daily water output - this part works fine

Surface Water Intake uses the same mechanic, too, but the malus calculation is broken - either "no water for well" is displayed, or at most 1-2% output, even when placed at the shore of a major river. As a result, Surface water Intakes are unusable on desert maps
