0.9.0.12 - in the test build section.
That attempts to address such issues. Since using that patch I have not experienced any such occurrences.
One thing I might add, is that due to advanced time I'm now using newer dumper truck version, so if it's not a script problem, it might be related to the trucks, since i never encountered it with the old trucks that I was using before the last patch. I'm using now Rmn 19-215DFK and T815 trucks )vanilla, no modded vehicles in my game, though plenty of other mods).
Is the test build safe enough for my save game ? I could then switch and test it out again.
It may probably mean existing builds might not be changed?
If you experience the problem, understanding that there are times that it can take a long time before small sections of roads finalise, and it is related to build 12 then you are best reporting that within the 0.9.0.12 thread, in the new test build forum section where it is listed.

Only way to clear is to click the "return to office" buttonin the truck menu 2x times in a row, 1 click doesn't fix, it just deletes the construction site as goal, but the truck remains stuck even after that. So the second click is required to teleport him back to the office.
Please also note the amount of game time I have collected, all within the last 8 weeks (yeah, I don't have a life, don't ask :) )... Nearly 300 hours, and I haven't encounted this issue before the latest patch.
I'm now switching to test build and construct the next piece of industry.
Roads/pedestrian paths will get to ~80-90% completion, then will get stuck. An asphalt truck will be working with a paver, containing the amount of asphalt needed to complete the road, but it'll just be stopped, and I get notifications saying it is stuck in a traffic jam. I have to send the asphalt truck back to depot to resolve it and it comes back out to finish the road just fine.
It doesn't happen every time, but enough that any building or infrastructure I place with more than 3 or 4 roads/paths, it is almost guaranteed to happen.
The problem occurs when there are workers and an asphalt truck on a road section when a paver gets delivered. The truck stops work in the middle of the road while the paver is unloaded, and then that truck is left in limbo. If there are more trucks in the queue on that road section, the paver will continue work using one of them.
That road section will never get built until the truck is manually sent back, as well.
