Cloud save unable sync

I have a cloud save that don't get uploaded. I had this republic some time ago on the cloud and it worked.
I tried to delete some modded building that may be the issue.
Small new "blank" saves upload without issues.
I've spent now 2 days trying to troubleshoot the issue and no results. Any ideas that may help would be appreciated.

Clouds saves are handled automatically by steam client.. but note that best is use ZIP cloud saves, as there is 10GB limit for your cloud space.. moreover not sure what is a overal limit of cloud save for user (counting also other games)

This is with zipped cloud saves. My cloud save space is empty. I just take a look at it and the steam "reserves" the 400mb for the save, but it fails to synch.
I just checked the steam cloud log and it says something failed:

I done some search online and it seens steam cloud sometimes has trouble uploading save files bigger than 400mb. My save is just over 400mb.
