University - education level prefernce
I'm have trouble maintaining the % of university educated workers. Because there are lots of students waiting, the students that have made progress will be in the queue sometimes and miss university for that day. Fresh students will sometimes make it in to a lecture and their education level will increase slightly. What this means with a small university is that nobody ever reaches education level 2 before becoming 21 and starting to work.

If this is the case it would be good to change university logic so that the most educated students get to the front of the queue to allow at least some student to graduate. This is somewhat realistic because students in real life apply to courses and attend for the duration. Other students might be on a waiting list.

All that needs to change is the queue logic.

You can limit the number of students that can access the university with the "where should students go?" mechanic, or if you have secret police you can lower the minimum loyalty needed by students to attend.

There are also ways to use transportation to only take select students to learn there.

Just build dorms so your students can study past 21. And/or have a big university that can handle them, but even the small party HQ can handle a lot of students (obviously depending on how many professors you have and how much you prioritize research)

I found that to many people moved to the dorms and stopped working. I'd have to keep manually moving them out. I do understand how they work now and I will probably used them in a larger city when I need more educated.

Keep in mind that only people who can walk to it from their childhood home will automatically move in when they turn 21 years old to continue a university education, and then only if they have a basic education.
