Report a translation problem
I updated chipset drivers and disabled DOCP for RAM, the bug is still occuring. Regarding reproduction of the bug, I loaded a game yesterday and simply let it run. When I came back, the CPU was down to 0.5GHz.
No one with a similar CPU having the same issue?
If your game, WRSR, is running ok, or as good as it is going to be, what is the typical CPU loading AND also the GPU loading..?
Then when it is running as problematic as you describe what is your GPU loading and also the GPU clock speeds..?
What resolution do you run at..?
You are noting your overall CPU speed at 0.5Ghz..? So what are the individual cores running at..?
I haven't noted down the values when playing, but I can do if it's helpful. Do you know a tool which can log those values to a file?

This value comes from Windows task manager, which doesn't show the individual core frequencies. I assume the value shown is the mean value over all cores. So, I'd need a tool which can show the settings for the individual cores.

FPS being a rather imprecise, but we have it, measure of the games smoothness and performance.
Do you have a second monitor to measure these values when the game is running or are you using ALT-Tab to reveal the task manager..?
When I bought the game, all was fine, never had that issue. If I remember correctly, I bought the game when it came out. There was a long time where I didn't play it, just looking for updates giving new features. Do you assume it's possible that one of the latest game updates or the GPU driver might be the issue?

Yes the FPS information when the problem is not occurring and then when occurring might be useful.
GPU loading also.
How "complete" is the map you are playing, in terms of population etc and do you use all the highest eye candy settings..?
so this is something not completely related to this game only, just that WRSR seems to emphasise it..?
Current game is a random map with population and cities, etc enabled. Graphic settings were always the highest for both 2080 and 4080.
Yes. After the problem occured I tried figuring out what might be the issue. Searching the web revealed that the Ryzen series (not only my CPU model) has this... let's call it effect... Some results implied that it has raised when a dedicated Win10 update came out, others are saying that the CPU raises an overtemperature flag and throttling back for safety, etc etc etc
I doubt that it's a temperature issue (or hardware in general) because I've other games which need much more CPU and GPU and those are running well for hours.
I also tried some of the solutions which worked for other people like switching Windows power plan, disabling DOCP, etc. but none of them helped. I'm also not using hardware vendor tools for illumination things, some stated that they got rid of the effect when uninstalling such tools or using older/newer versions of them.

What population do you have currently and can this issue you describe start at a new map with zero infrastructure and population...?

the CPU loading is higher and, more importantly, the GPU loading is no longer at 100%.
Even tho I had a 3070 installed, same drivers etc, I needed to use a driver cleaner and then do a "new" install of the latest Nvidia drivers for the game to perform as I expected, due to being able to monitor more detailed information.
