So with DDR5 and a 13700k there would be some more improvements.
It's all about costs tho and diminishing returns etc.

Think memory speed the main reason of low fps
In another game someone hadn't noticed their XMP settings defaulted to 2133Mhz, instead of 3600. For them that made a big difference.
I agree with your findings. A decent DDR5 system with a 13700k would improve things.
I am using 32GB of DDR4 at 3200Mhz Gear 1. I do have two sticks of DDR 4000 but they add up to 16GB.
Still, for this game, 16GB of RAM is fine.
you do well for stability with Gear 1 and 4000Mhz RAM.
