Water truck tries to reach big water well & can't

I am building my city in realistic mode and don't have people yet. My water truck in my technical office keeps automatically trying to take water to the big water well I just constructed (but which isn't running yet). The truck can't enter the building, so keeps running into it, cancelling its movement, and then resetting and trying to go back to the well again. It renders the truck basically useless.

Update: I think I figured it out: the water well doesn't distinguish between its water supply that it is providing for the city when it is running, and its own drinking supply for its employees. So the poor water truck from the technical office is trying to fill it up manually. I bused in foreign workers to run the well, and it filled up its own drinking tank.

I do think this needs to be changed. The drinking tank should be small and separate, so if it isn't filling it up itself, the service water truck would only take one trip to fill it.
