When the game refuses to go full screen at start up - solution -
So, I don't know if this is something other players have experienced, but sometimes (often after a crash) when you start the game again, it does so in windowed mode. Yes, I verified and re-verified that the game is supposed to start in full screen mode.

Exiting and starting the game often doesn't work or seems to be random when it happens or not. Well, if you are having this problem, I have a very straightforward solution. It works every time, at least with me. So, if it doesn't work for you, please let it be known here :)

But anyway, when you start the game via steam, you get the setup screen right? Where you can choose which monitor you want to use (if you got more than one) and your game graphic / quality settings.

In that screen, make a random change, doesn't matter which one and then put it back to where it was. (I always click on the windowed mode and then put it back the way it was.)

Then save and quit. Once you do that, when you start the game again, it should start in full screen mode like it is supposed to.

FYI:
If you navigate to the folder where your game is installed
Steam:
Right click on the game, properties, then local files, then browse and it will open your game folder.

If you then rightclick your game executable, it should have the name SOVIET64 or SOVIET64.exe. Don't worry if the .exe doesn't show up, it's an extension and is something you can hide in your windows settings.

Right click on it, then copy it to your desktop and you can start it directly. The same with the setup folder. You don't have to open your steam app, you can do it via the short cuts.

Steam does have to be booted up, you can't play the game without steam active.
