Given it is also finicky as sometimes in a new game, it will work with really... any condition from any depot from any setup with any train. Then a different game and it won't work no matter what you do. Same goes for the building budgets, that also is finicky (as in when you autobuild, it will refuse to build due to 'lack of funding' even when you have unlimited money.) And farms seem to work and not work at random aswell.
this might be a bigger issue.
it isn't a signalling issue is what i am trying to say, as I use practically the exact same railyard setup every time.
You could maybe activate railway tool.. and check if all entrances or entrances you intend to train will use are connected (no railway arrow is displayed) sometime.. there is such bug.. railway not connect the building while placing railways.. despite it seems all OK.. but the arrow not at building entrance not disappear
