it's a pity that our citizens can't fly on vacation to increase happiness and loyalty.....
I dare to say its mostly for turists or if you want to make it possible for your own people to visit example a cathedral somewhere vs taking the train.
But planes could be interesting for transporting the most valuable things like nuclear fuel to power plants different places on the map vs transporting a little via train to remote places.
But ofcourse you can always move stuff from one warehouse to the next and then the nuclear fuel goes where it have to it just take longer.
But the airport is important if you want to build your own planes and export them and turists.
Regarding your people cannot travel on vacation outside your wonderfull republic.
well i dare to say maybe some would consider to flee, so they are refused to travel abroad.
Airplanes are also good for expanding quickly over long distances (8+ km) or for getting access to western markets early on (helicopters work too, but their fuel costs are a lot higher. Airplane fuel economy is on par with trucks). The materials for a cargo airport with a 700m runway can be bought for less than 50,000 rubles (in 1960) and the AN-12 can be bought for about 105,000 rubles each.
The entry of tourism is excellent when you have a first-class sector. attraction and accessibility will contribute a lot to tourism. Local attractions such as mountains, rivers surrounded by trees, lakes, fountains in parks and monuments are very attractive. Hotels, restaurants, markets and museums are essential.

Second time I played with aircraft was a necessity. The map I had would not allow you to sell anything but raw resources at the border to NATO and had no water ways. I created that map on purpose. Air was the only way to buy and sell most items to NATO other than vehicles. The road to NATO was also like the early Alaskan highway during WW2; very primitive, long, and slow. I built the airport to sell aircraft I built to NATO. I also bought electronics from the Soviet border, stored for my use, and then sold surplus to NATO border. I used those funds to buy NATO blueprints for aircraft and other vehicles for my use and to sell. It was not overly practical. BUT, it was fun
