Trying to play as 'Western Countries'
Started game on empty USA map, with no connection/roads to Soviet Black customs, and have noticed some things that I wonder if they're bugs/glitches/oversights or working-as-intended:

I have no option to buy ambulance of any kind from Western Countries customs house.

No option to buy disassembled track-builder from Western Countries customs.

Cannot invite/buy citizens with education from Western Countries -- on my residential buildings the only options are a)invite immigrants from Soviet Block, b)invite immigrants from third world, and c) invite experts (educated) immigrants from Soviet Block.

Are these bugs in my game/map (empty USA) or is it working as intended because the developers intended a person to play as the game's name indicates 'a Soviet Republic'?

I started in 1960, realistic settings, and am part-way into 1963 currently, so it's not a big deal if I need to start over with connections to Soviet Block customs, etc.

It is by design, western vehicles are just bonus option. If you have map without land customs, you need either use some mods, or try to import by helicopter.

so, the difference between W&RSR and other city building games is: Soviet flair/vehicles/loyalty system.
You don't have to be pro-Soviet, but (if you can say that) play Soviet, build a planned economy, it's not about making profits, accumulating money, it's about having a loyal, happy population and a functioning economy.
The population from the third world comes from poor countries, I don't think anyone from the highly developed western countries would have been willing to live in Soviet countries back then.
Anyway, the Soviet Union no longer exists, so you're actually simulating a society that no longer exists, like building Rome in the Cesar series, for example.
This post is not a political statement, but an attempt to explain the atmosphere of the game in a compact way.
Play W&RSR as W&RSR and not as Sim City or City Skylines

At the steam workshop there are a lot of nice western vehicles.
