RCO sucks in materials through factory connections?
Was it always the case that RCO sucks in materials (steel, bricks etc.) into its inner storage through factory connections until it's full? It looks really strange and, frankly, quite stupid at best.

I cannot answer that, but I can say that I only have used the factory connection on the RCO so far for waste output for rail demolition work. My only non truck input so far has been gravel fed over conveyor, but that is proving very annoying to have to watch and click to dump materials when doing demolitions.
Personally I am now thinking I want to have my constructing RCO set to the above, and have a separate RCO for demolitions that uses the factory connections for waste out, an open storage for prefab output, possibly other crap, and a gravel conveyor output. Factory connections for inputs do not seem like a good idea at all since it seems the track builders can bring back excess material they need to unload.

Yes, it has always been like that and this is the only building that pulls materials on its own. If I remember correctly, not a full warehouse, but only to about 70% full.
