Small heating plant don´t work correck

Hi,
I have problem with small heating plant ( SHP ) in winter. 1 small heating plant with 4 small heating exchanger. Small HP had 450 m3 and each exchaner had capacity 100 m3 and small pipeline can transport 100 m3. So look it good - or?
Estimated capacity is 77 % for each. But in January all people die, because temperatur in bulding is 0-5°C.
What i do wrong? SHP work 100% - enought coal on stock. Pipeline is long cca 1.700 m with 3 pumping station. SHP need 0,45 MW ePower, but my take only 0,1 MW. Electricity enought. Not more :(
Why can´t SHP produce more heat?

Nope, that's a description error. The small boiler house doesn't have enough heat generation capacity (heat MJ).

One, the small heating plant does not have the practical capacity to support more than two or maybe three small heat exchangers.

Two, the small heating plant does not need to be placed that far outside of town, and between its limited heat generation capacity and transmission losses I would strongly advise you to keep the pipelines coming off of it short enough that you don't need to use a pumping station to connect it to the heat exchangers.

Ok, some problem with description :(
I want SHP, because i can fill it from custom office, therefore so much away from my city - i don´t like use bus for transport people, buti see, that i must :( Or is any good trick, how fill LHP ? :)

Build in in walking range from residentials. It's pollution is neglegable.
Large heating plant? Storage and trains? :P

I believe this was intended to provide more of a buffer for periods of no production. If the small heating plant stopped working, it could keep connected buildings at a decent temperature for longer than with its old tank, but it would have to heat it all back up with its small heat generation. It definitely cannot keep 450m³ of buildings heated in the coldest times of winter.

There might be a side effect of the increased tank size, where the small heating plant has to expend more of its heat generation on itself compared to the large heating plant.

If I remember the numbers correctly, given the same heating demand, a larger heating plant will consume less coal and therefore be even easier to supply.

Interesting, I haven't looked at it from this angle.
