Two, the small heating plant does not need to be placed that far outside of town, and between its limited heat generation capacity and transmission losses I would strongly advise you to keep the pipelines coming off of it short enough that you don't need to use a pumping station to connect it to the heat exchangers.
Ok, some problem with description :(
I want SHP, because i can fill it from custom office, therefore so much away from my city - i don´t like use bus for transport people, buti see, that i must :( Or is any good trick, how fill LHP ? :)
Large heating plant? Storage and trains? :P
There might be a side effect of the increased tank size, where the small heating plant has to expend more of its heat generation on itself compared to the large heating plant.
Pollution exposure of any kind should be avoided.
Interesting, I haven't looked at it from this angle.
