Helicopter Construction Office maximum vehicles seems wrong?
I've built a helicopter construction office and placed 6 3-pad helicopter landing sites around it. It would *seem* like this would allow me to park the 12 mechanisms (dozers, rollers, etc.) plus 20 helicopters (2 on the office, +(6*3=18) from the pads).

However, the office lets me park a maximum of 14 vehicles, no matter what. I can do 14 copters but then I can no longer move or purchase anything else. Building a helicopter pad doesn't increase the number of available vehicles, it just allows me to use some of my 'land vehicle' slots for copters, which is both counterintuitive and kinda disappointing from a gameplay perspective.

Is there a fix I can apply? (Either as an in game setting or an edit to a file somewhere)
Or is there a mod folks recommend that might let me have many copters and mechanisms in one building?

That is the way it is intendet, same goes for helicopter fire stations or hospitals.
you need to decide yourself how many of the slots you want to use for helicopers and how many for mechanisms.
Since construction via helicopter is slow at best, i guggest keeping your one office for transportation of building material, and set up a second one to deliver mechanisms and perhaps workers. or even set up one only for workers..

You can mod helicopter CO with up to 32 slots. I don't recall any in the workshop but never looked for them either. It should be easy kitbaching of existing buildigns though.
