Captain of industry is actually focused on automatation / production chains / grind ect. I think CoI is more like Factorio or Dyson Sphere. Not really a city builder.

W&R... well... I dont know any similar game. Of course there are plenty of city builders, but none of those I know (Cities Skylines, Simcity ect) are that developed in terms of how infrastructure is constructed.

I can't think of one like WR.

All transportation games I know of use "Deus ex machina" devices to provide the goods or passengers to move, and buildings are built, if they are, with money.

The city builders I know of are more or less "painting programs". Let's zone here and there and put some services and some laws, and that's it.

For me, WR would have the best of both worlds, but with some shortcomes:
1) Passenger simulation isn't done properly; in fact, it isn't done at all.
2) There are some "Deus ex machina" devices in some parts of the game: for instance, loyalty (obscure concept that influences many parts of the game in an opaque manner). You have to learn a huge series of "tricks" that are like that because the developer thought it that way but could just have thought in the opposite way as well, in order to deal with them.

Banished is set in a completely different time period and has no transportation systems but it has simular building and resource management system. There is no money in that game you just collect resources and use them to build buildings one at a time. Sort of like a very simplified version of this game.

Take a look at Ostriv. Banished-like game, but with some interesting twists.

Ostriv would be more interesting if it supported modding. It is another early access game that is basically unplayable without mods.

Couple years ago I was obsessed with mods. Basically, never played any game in vanilla. Even more, I hardly ever played any modded game. Just installed hundreds of mods, watched them working in game and moved to next one :) Now I'm too lazy to mod anything, I just let game designers do their job.
I'd say that Ostriv has descent amount of content. Similar to WR in not having automagical moments. All resources should be produced and delivered, all transport created and maintained. And I've never previously saw such economy in games, where every family actually have some income and spends their money to buy something. Even can produce some goods on their own to sell.
Ostriv will not provide hundreds of hours of gameplay and scales only to small village unlike WR, but I definitely won't call it unplayable.

This game is also a city builder.
It is more simple than workers and resources soviet republic
BUT more advanced than other city builders since it have a logistic system to master as well.

I've been observing Ostriv for a while and it looks really promising. I've even seen some vids with gameplay - this is something really new and Ostriv does look like a must have game. I totally dont understand why this game is not that popular (at least it is not discussed very often).

I stopped (temporarily) playing WRSR in 2022 because the updates required the start of a new game to use the novel game mechanisms. I told myself I would start a new game after all the new features would have been implemented (which I did this Fall).

During that hiatus, I tried a lot of games to find an experience similar to WRSR: Surviving Mars, Stellaris, Cities: Skylines, Transport Fever 2, Prison Architect, and Factorio... All fun games, but none of them had the enjoyable complexity of WRSR.
